Joe Means

Background
Joe Means was born in a hospital in America on Earth to a well to do family. His parents however soon divorced, and his mother was given custody of Joe. His father remarried one year later. Soon thereafter however both his parents died, and custody of Joe was given to an Aunt & Uncle. The uncle as the head of household has no apparent Occupation (Ron you need to go to table 967: GM Special for this), he is also known for having no body hair. Joe’s aunt works as an aid to an ambassador.
As a child Joe was nearly taken into the PSI Corp because he was an astrology prodigy. A PSI Corp representative was convinced that this was evidence of PSI potential; however during the corp testing, it was determined that Joe was simply very alert to those around him. Joe was very good friends with his cousin but the aunt & uncle could not find any love for Joe.
He was sent to a military boarding school where he gained to life long friends. One of these friends was a business owner of a mechanical technician shop. The other friend was a knight from England. The education Joe received was outstanding and everyone who knew Joe thought that he would soon be one of the up and coming young officers of the EA military.
Joe’s family have been represented in the Marine Corp – an ancestor served with the Corp at the invasion of Tripoli 1801-1805. Joe was ready to fulfill his family and national duty by joining the EA Marine Corp. Joining the service, he trained for the newly established Marine Raider Division 2 (Marine Mauraders) near the end of the Earth Mimbari War. He had been promised in writing a place in that division, however, at the end of that war the EA disbanded the Raider Divisions, and Joe resigned in protest. He has been quoted as saying “it is the height of idiocy to disband the Raiders when members of the Mimbari Warrior Caste have been heard to express a grudging respect for the EA Marines and expressing their reluctance to face the Marine Raiders”.
Joe was able to win a settlement in court because of his written promise of placement in the division. This settlement allows Joe the right to train with any EA military unit as long as he reports to the commander (or that commanders designee) of that unit. He is also to receive a billet or other accommodation as the commander sees fit. Joe was also awarded a small severance package from the EA.
GM Campaign Notes
Marine Marauders – They were meant to be a deep space infiltration unit, behind enemy lines when at war. They were disbanded before they were ever used.
Part of this is the anti-Marine mentality within the EF, as they are seen as a redundant unit. However there is a deeper plot, as the primary sponsor the Marauders (Admiral Phillip McPherson) had drawn up all the necessary papers and first missions were already planned when he suddenly changed his mind, and signed the papers to disband the unit.
This in fact was caused by Wraith influence because the first missions were going to take the Marauders into Wraith space.

The McPherson Files
Joe Means will come across the McPherson Files. These are the series of files Admiral McPherson compiled while petitioning for the formation of the special Marine division, the Marauders.
The first thing that is noticeable is that there seems to be a specific piece of intelligence that initiated McPherson’s interest in forming a new special forces group. Because he did not trust the structure in place for other similar forces, McPherson put together the preliminary proposals for the Marauders.
- This initial intelligence apparently indicated the resurfacing of “the Rovers” after a 20+ year absence. McPherson, who apparently had some ancestors connected to the original Rovers, had concerns about this reawakening. The Rovers were a fringe group from Ireland that funded their own their own generation ships and left Earth not long after the Third World War.-or-
- This initial intelligence apparently indicates that there is a strange rogue world out on the Rim. He wants it explored.
So McPhersons with a strong passion sought to form the Marauders as a new special force within the EarthForce Space Navy. He had planned out the structure, the hierarchy and did the preliminary work to allocate funds for it. He even had the preliminary missions drawn out.
This remained true until a few weeks before the Marauder project were disbanded. McPherson suddenly changed his mind and advocated to disband the Marauders outright, before they had a chance to prove themselves.
GIMMICK: The truth is McPherson is being influenced by a Wraith Shi’Kahil (The Resting) Watcher agent on Earth.
Earthforce Military Intelligence Recruitment
- PsiCorp could be involved because they have been contacted by the Wraith or have been alerted by the Wraith through a Shadow Agent.
- Idea: A rogue PsiCorp agent (female) has been contacted the Wraith hive mind through one of their scouts. She is being hunted by does not let Joe Means know that. They meet in a bar, he thinks he picked her up. They develop a relationship only to find out that she is actually an agent looking to find out what he knows about what was on Levenna IV Beta. She has had a brush with the hivemind of the Wraith (because she is being manipulated by a Wraith scout).
- EAMI contacts Joe Means and recruits him as a agent to investigate actions taken by Roland Anderson and a possible alien threat (The Wraith).
- The movements by the Psi Corp and other entities throughout the galaxy (in reaction to the Shadows) has gotten the attention of the EAMI. It has started several investigations into these alien threats. Joe Means is just one agent they have recruited to investigate this activity.
- In time, it will be revealed that the EAMI often butt-heads with Psi Corp.
Suspicious Company
- The EAMI are suspicious of Charles Flanagan.
- They are investigating into his origin and into his people, the Rovers.
- They are being treated like aliens as they have not been to Earth in over 100 years.
- They did not participate in the Earth-Minbari War.
- They are suspected to be alien sympathizers.
- Joe has been asked to keep an ear out about any information he might have about his father and his people.

Joe Means has been implanted with the knowledge of the Vree Wraith Hunters. What they know is not the whole story but it is what they have gathered through the centuries since they first encountered signs of the Wraith and a Wraith scout.

Joe Means Game Log
Session I
As part of his deal with Earth Force, he is due a place to stay at any Earth Force port or base. However, it appears that his approval for such lodgings is currently tied up in bureaucracy. (possible plotline later). Worked as B5 contract/supplementary security. Tested at with a brawl with thugs along with Za’Roth & Sha’lan. Being the only human, Allison Fernandez started flirting with him.
Session II
On Levenna IV Beta, in the ruins, was attacked by the “ant-lion” mother and several of its young.
Session III
Lead the questioning and torturing of the Llort prisoner. (could come back to haunt him). Helped with the rescue of the scientists. Got somewhat confrontational with Allison when she exerted her authority. On return, his lodgings approval still tied up in bureaucracy.
Session IV
Out this session. He went to an Earth Force Military base near B5. He was briefed by the EA Military Intelligence about a new alien threat (the Wraith) and EA’s interest in them. He was recruited as an agent to help gather information on this alien threat and other interested parties in it. The EAMI also mentioned Roland Anderson, saying they have interest in him as well.
Session V
Met with Corrin (Chris F) armed only with coordinates given to him by EAMI. Combined with the information Corrin had, they determined that their former colleagues were in trouble and needed their help. Instead, they rejoined their colleagues on a blackmarket/free station out in the middle of an asteroid field.
Session VI
Played a role in the Nuke intrigue on Quolok Station. Sold Za’Roth as a slave.
Session VII
Learned the true nature of the Wraith and the Vree ghost hunters. Telepathic bound to not say anything however.

Hired by Max Durnado (Centauri Noble) as a body guard once he received a Thenta Makur rose. Told Durnado about what he knew of the Eye. – in particular, about Jaddo and his station, Quolok Station. Helped save the life of Durnado from a Thenta Makur assassin
